May 6, 2025 – Madrid, Spain: Spain’s Congress of Deputies Foreign Affairs Committee has passed a resolution condemning Iran’s human rights violations. The vote was unanimous, showing rare agreement across all political parties on a foreign policy issue.
The resolution, was proposed by the Popular Party and supported by all groups in Parliament. It calls on the Spanish government to take a firm stance against Iran’s repression. It also urges sanctions and diplomatic action against Iranian officials involved in gender-based violence and other abuses—especially those enforcing laws that target women.
The resolution cited figures from the National Council of Resistance of Iran (NCRI), which reported over 1,000 executions in Iran in 2024. This is the highest number recorded in the last 30 years. Lawmakers praised the NCRI for exposing these abuses and for organizing a major opposition rally in Paris on February 8, 2025, in support of democracy in Iran.
Special recognition was given to Maryam Rajavi, the NCRI’s President-elect. She was honored for her speech at the International Women’s Conference, where she spoke about the role of Iranian women in standing up to oppression.
The resolution also highlighted the cases of political prisoners Mehdi Hassani and Behrouz Ehsani. Both men were reportedly tortured and sentenced to death. The Spanish Parliament condemned Iran’s Supreme Court for refusing to review their cases on February 23, 2025.
Lawmakers echoed findings from the UN Fact-Finding Mission on Iran. They stated that torture, arbitrary arrests, sexual violence, and executions in Iran could be considered crimes against humanity.
The resolution also criticized Iran’s treatment of women. It condemned forced hijab laws, legal restrictions on women, and Iran’s failure to follow international agreements, including the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW).
In closing, the Spanish Parliament called on democratic countries to increase pressure on Tehran. It urged stronger international investigations and reforms to protect human rights in Iran.
